Sheriff Graham Atkinson said his office was notified on February 16 that a 2-year-old had been abused at Blackburn's Nursery and Day Care on Pipers Gap Road.
Sheriff Atkinson said the investigation included numerous interviews before warrants were issued.
On Friday, Renee Frances, 46, who is a co-owner of the facility, and Patricia Ann Seville, 26, an employee, were charged with child abuse and neglect.
The lead detective on the case said she can't release specifics on the type of abuse at this time.
