Havelock, NC -- A North Carolina mother is set to appear in court after police say she gave her daughter a tattoo.
Odessa Clay, 30, told police she didn't know it was illegal to give a tattoo to a minor even with a parent's permission. Clay gave her daughter a small, heart-shaped tattoo near her right shoulder. She said her daughter asked for it.
Police charged her with tattooing a person under age 18.
Clay said she used her own tools and numbed her daughter's arm.
She thinks an ex in-law reported the tattoo to get back at her.
Clay is due in court on the tattooing charge next month.
