WASHINGTON -- Congress missed the fiscal cliff deadline and voted at the 11th hour on Jan. 1.

Elon University's Jason Husser said the last-minute culture in Congress is strategy.

"Some of it is just gamesmanship," he said. "They're trying to make sure that the deal goes through. And it goes through in a way that helps them the best. Members of Congress are concerned about power. They're concerned about getting things that they want. So in several ways, it's a very useful bargaining technique."

He said both sides of the aisle agree that's not working, but they disagree on how to fix the culture of waiting for the last minute.
