Greensboro -- A report detailing events that led up to former Greensboro Police Chief David Wray's resignation is now online.
The Risk Management Associates (RMA)report is an independent investigation requested by the city late last year.
It examines Wray's role in allegations of unfair surveillance of black officers.
The report was posted by a blogger, though it's not clear who it was. It was posted on www.greensboro101.com on Monday.
Some city council members did not want the report released because of personnel information, like names of officers.
The report includes names of people who described possible wrongdoing within the department.
"My concern is if and when we encounter situations in the future, will officers at that time, or any informant even in the general public, be willing to do the right thing, step forward and give valuable information when it's possible that their names may be out there splashed across the TV, the newspapers, the internet," said Sandy Carmany, city council member.
Roch Smith, www.greensboro101.com's administrator would not say if he knows who made the posting. Smith is not planning to remove the report.
The city attorney says the people named in the report could pursue misdemeanor charges against whoever leaked and whoever posted the report. Finding out who those people are might be difficult.
