The World Trade Organization approved measures Monday that would create a "copyright haven" in Antigua.
The tiny island nation is threatening to strip intellectual property protections from American goods because of a long-running trade dispute.

First, the US said Americans can't gamble in Antigua's online casinos because Internet gambling is illegal if it crosses state lines.
Then the World Trade Organization took Antigua's side, letting the country take $21 million a year from the US as a penalty.
Next Antigua said it could get that money from the copyright haven, which would allow them to offer American music or movies for pennies.
