Charlotte-- WBTV is reporting that a teenager died in a crash in East Charlotte, early Sunday and police may charge his brother in the death.

Investigators also say speeding was likely a factor. Police are investigating it as a street racing incident.

Witnesses say the driver of a SUV, and a vehicle in front of it, were speeding on a section of road that has a 20 mile-per-hour speed limit.

Investigators say 17-year old Jose Angel Juarez-Cruz was standing up with his body outside the SUV's sunroof and was thrown out when it flipped. Police say he was killed on impact. Two others were sent to the hospital.

The driver, 18-year old Javier Juarez-Cruz has been charged with felony death by motor vehicle and driving while intoxicated.

Thomas Whitley lives right near the scene of the crash.

"It was a loud boom and I jumped up and looked out the window...and that's when I seen the SUV where it had flipped over," Whitley say.
